For those not familiar with it, Feebas is a very special case as far as Pokémon go. It's an extremely rare Pokémon that requires you to scour certain waters for special random tiles which may have it, but its base form is about as capable of fighting as a Magikarp.

However, also like Magikarp, if you stick by it, it can eventually evolve into something really great (albeit moreso in Gen 3). Feebas has a very special way of evolving into Milotic, which involves maxing out its Beauty stat, a stat normally used only for contests and easiest to raise if your Feebas has a personality that likes dry foods.

Naturally, Tonguey fails at interpreting how to make her Feebas beautiful. Mewphisto's disgusted by what he sees.
